What is TWM? The bug you mentioned seems related to it. On Mate, Firefox
is available in Application, Internet.

A package should provide a menu file /usr/share/menu/<package-name>

in the menus.
4.2 Adding a hook for dpkg in your packages
The postinst script and the postrm script of the package should include
the line
if test -x /usr/bin/update-menus; then update-menus; fi
If you are using debhelper, the program dh_installmenu can do it for you.
