While I can understand your frustration, I'm not the person to convince. The fact is your patch does not apply to a recent development version of make right now, and this makes it a non-candidate for inclusion in Debian/unstable because it already tracks a development version of make. I'm not a make upstream, not even a make maintainer, I found this patch while looking for patches to include in a potential make NMU I started preparing, but I didn't have to upload that NMU, and back then the patch didn't apply either. The patch seemed to be interesting for doko's memory consumption problems, so it would be sad to abandon the fight for its inclusion upstream. :) I certainly would't have pushed a patch upstream that does not apply to CVS, but since you did, I'm happy to support your request for its inclusion to solve doko's build problems!
