I just switched to exim on my FC4 system so that I can do SMTP time
spamassassin. I can have a look at fixing it. Where should I grab the
latest version of the script so that I make sure I submit a reasonable
patch? How soon do you need it?

Thanks for the quick answer. According to CVS, the exim script was last changed on Nov 2. So you can grab it from the tarball (or the RPM).

In general, it's better to use CVS, to lower the chance your patch conflicts with latest changes.

The CVS instructions are on the logwatch homepage.

The time when you release your patch is up to you. Just release it when it's ready. (That's the same way debian is released :-))
