Hmm. We usually want bootstrapping programs like this in stable to be able to bootstrap the next stable. If version currently in jessie does not work to bootstrap stretch, please consider an upload for stable-proposed-updates to be included in the next point release. (AFAIK, this was done with debootstrap). Thanks.
