This is a little bit contradictory. You keep saying that we have to fix things "at the source", but then you say that you don't really care if this is base-files fault or not. As a reminder, I will tell you, once again, that base-files follows policy when it says that we don't add dependencies on essential packages. Therefore if cdebootstrap fails, then it is a bug in cdebootstrap. In this case, this is the source of the problem and it's where the problem should be fixed. The fact that several packages may have similar bugs does not make those bugs not to be bugs in those packages. Moreover, AFAIK, there are basically two debootstrap programs in Debian, debootstrap and cdebootstrap. Not a zillion of them, not even "many" of them. Only two. Thanks.
