The console font certainly does have them - I use them almost daily, and they show up just fine in other parts of the man page. It seems to effekt some, but not all, instances of Å, Ä, Ö and å, ä, ö - that's Å, Ä, Ö and å, ä, ö in case the characters happen to be displayed incorrectly in this mail.
