An updated version of the tzdata file which incorporates the required change is available: ftp://elsie.nci.nih.gov/pub/. NOTE: this particular bug affects *all* versions of Debian and will mean that users in Australia using stable will have the incorrect time for over week. It would be prudent to issue an update for stable as well as unstable.
