We have a tool that calls ndsend and therefore depends on the vzctl package, but we don't use OpenVZ and don't want the vz and vzeventd daemon running. So please split the binary vzctl package into two package: one to hold the programs (like ndsend) and one containing the init scripts (depending on the former).
