The bluetooth service is not started on boot. The issue is very similar to https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=734548, but the bluetooth.target is active while the bluetooth.service is not. I've enabled debug logs on systemd, and found a single line that seems wrong: "systemd[1]: Trying to enqueue job bluetooth.target/start/fail". No reason specified though (or I couldn't find one). If I start the service manually (i.e. systemctl start bluetooth.service) then everything starts working as expected. Calling systemctl enable bluetooth.service doesn't seem to do anything (it outputs 3 lines, as in [1]) Please let me know if I can provide any further output or feedback. Thanks.
