I had mistakenly left the ownership as root root.  However, it still doesn't work correctly even with the correct ownership and the correct permissions.
I'm going to guess that there is something weird about my install (I am running debian sarge.)  I am going to attempt to uninstall it (preserving the logcheck-database files) and then re-install it.

Permissions should be set such that the files are accessible by the logcheck
user.  typically this is something like:

-rw-r-----  1 root logcheck  629 2005-05-30 07:21 spamd
