Well, I uninstalled and then reinstalled logcheck and now it works.  That is so very, very weird.  Thanks for your time.

Permissions should be set such that the files are accessible by the logcheck
user.  typically this is something like:

-rw-r-----  1 root logcheck  629 2005-05-30 07:21 spamd
