Upstream has reduced the strength of the fortran pattern (not so)
recently. While your example still works on one-liners like

    $ echo 'C = M + 1' | file -
    /dev/stdin: FORTRAN program, ASCII text

this /should/ no longer happen with files that have some more content.
So, can you please re-check with jessie or sid?
