No, that is not the case. Sorry for the confusion. For clarity: the
color definitions used will be, in falling order of preference:

"xcolor.sty","dvipsnam.def","svgnam.def","x11nam.def"

None of these will be required for proper functionality, but only be
used for their color naming schemes. The worst that can happen is an
"Undefined color" error.

You do not need to list more packages as requirements. There is an
unfortunate bug in dvipng 1.14, that causes a segfault if "xcolor.sty"
is not present AND a color name (not defined in the .tex file) is used.
A workaround for dvipng 1.14 is to install the xcolor package.
