Ok I got a full analyse of the behaviour:

(Tested with debian wheezy rc2. each test was performed on a fresh
installation)

how to activate rygel after triggering the bug:

starting and closing rygel for the first time (without changing the
checkbox) this triggers the bug.

full start and stop

starting rygel preferences and unchecking the checkbox.

full stop and start

starting rygel preferences and activating the checkbox.

full stop and start

sharing is enabled.

when unchecking the sharing checkbox in rygel preferences does not take
effect until full restart.

same goes for activating rygel

additional facts: activating and deactivating the checkbox in rygel
preferences does not have any effect if not done a full halt and start
with each change of the checkbox. restarting rygel preferences does not
take effect.

activating rygel without triggering the bug works similar:

starting rygel preferences for the first time.

before taking effect a fulll restart is required.

sharing is enabled.

deactivating the sharing function also does not take effect until full
restart.

this seems to be a general issue.
