Lowering the severity to "normal" as in "don't know how severe this is".  With

Are you behind a proxy, and was wget using that proxy when you upgraded
flashplugin-nonfree, and was wget using that proxy when you reinstalled the
package ? There's some info about using a proxy here:
http://wiki.debian.org/FlashPlayer#Troubleshooting

Does it happen again if you do this ?

apt-get --purge remove flashplugin-nonfree
apt-get install flashplugin-nonfree

I agree that it should "just work", but we can't fix temporary network
problems, and note that postinst uses option --fast, so sometimes it may not
work with "apt-get install flashplugin-nonfree" and while it works with
"update-flashplugin-nonfree --install".

Any additional things you see when testing this again ?
