QNAP has confirmed that this is the right command to disable the watchdog and that it's safe to send 0x67 to the PIC on older devices (simply nothing will happen).
In addition to Helmut's patch (thanks!), we'll have to modify debian/udeb/debian-installer-startup.d/S99qcontrol and debian/init.d to disable the watchdog.
