Your observations are mostly correct.

What's lacking is a reliable method to select a resonable FTP mirror 
from apt information alone; which is not always available.

One idea would be to give a useless default value as to force
the user to configure; another would be to obtain apt configuration.

To my eyes it looks like it's impossible to satisfy everyone's
needs: thus the default is this value.
