Oh, sad to hear that - regarding your hardware, I mean.

As you indicated yourself this bug most likely isn't really tied to 
PowerPC architecture, but instead to the details of your bootstrapping 
those packages in a minimal environment.

If you like to try working more on this I will be happy to help: Instead 
of messing with QEMU, try if you can reproduce in a clean x86 chroot, 
and let us work from there...

I do consider this such low priority that if you can/will not allocate 
time to it then I will probably simply close this as non-reproducible: 
Evidently it has worked out fine to bootstrap on official Debian setups 
:-)
