Most likely this is due to d-shlibs relying on apt-cache cache being 
up-to-date.

...but above tests indicates that apt-cache was updated (else, I 
believe, apt-cache invoked as a normal user would also not show the 
updated info).

Are you sure you didn't run any apt-cache commands as root before last 
tests above?
