The version of xdebconfigurator in unstable already have a base-config menu entry, and I believe it is working as it should. Not sure what more you need. If xdebconfigurator is installed, it is available from base-config, and can also be told with an hidden debconf question to generate the XFree86 configuration file when the machine boots.
