I found a problem in rootskel. - install in UTF-8 needs setting LANG. - S40term-linux checks TERM, and set LANG=C.UTF-8 only if TERM=linux. - When I use serial, no LANG is specified. - installer works non UTF-8 mode, but messages are still in UTF-8...Many strange things occur.
