I don't like such a regression, but I have no idea to enlarge free
space of floppy.
FYI I checked some languages called as 'big'.
lang: add it to DROP_LANG in root.cfg.
tree: tmp/floppy_root/tree size (bytes).
initrd.gz: tmp/floppy_root/initrd.gz size (bytes). This file will be
copied to root floppy.
available: free space of root floppy (bytes).

So, please don't think "Hey, we have 128KB free space, let's include foo
and bar also!" before check it fits with other languages.
Of course "available size" depends gzip friendly or not. But build test
with zh_CN (or zh_TW, or ja) is a good idea for check your change is
acceptable or not, I think.
