It makes sense for locales other than C, but not for C. Maybe C should not be included in the list. Then if only the C locale is selected, the question will not be displayed, and "None" will go through to the postinst which will not modify /etc/environment. (As an aside, locales also adds a blank line at the top of /etc/environment before the LANG line if that file is empty. And if I select a default locale from the list, then reconfigure it again and choose None, it does not remove my old selection from /etc/environment.) -- see shy jo
