There might be some similarities, but you singled that out as being a consequence of an earlier apt version, while today's problem is new in 2.9.24 (and fixed in 2.9.25, see apt-team/apt!433). https://salsa.debian.org/apt-team/apt/-/merge_requests/433 (This is just to clarify the scope, rather than commenting about any proposed changes.)
