Right now, it just affects the defaults you are offered for the keymap and ftp mirror (if you choose to install from the network). Some programs might have different message catalogs for each locality, but that isn't likely to become interesting unless i18n is turned on for base-config. If your chosen language only has one territory defined, you won't see the second level menu.
