I should have said, you need to reboot after this. Since I have a suitable system, I have now reproduced this myself. There are two bugs here: 1. The installer-with-firmware is not installing firmware-amd-graphics automatically on systems with AMD GPUs that need it. 2. The Desktop task now includes plymouth, which adds graphics drivers to the initramfs. The firmware they request should be included as well, and will be if it is already installed. But installing firmware-amd-graphics does not trigger an initramfs rebuild. I'm cloning this and will fix the second bug, but I don't know how to fix the first.
