I would say it is good to pass the msgcat language code on to
base-config/libc/gettext. Parhaps combine the locale value and the
language value: LANGUAGE=de_DE:de

Are you sure? I believe this is wrong. I use LANG=no_NO.ISO-8859-1
but only need 'no_NO ISO-8859-1' in /etc/locale.gen.
