I can reproduce this with debootstrap 1.0.66 in Jessie, building both armel and armhf chroots. Results in an empty sources.list. FWIW, qemu-user-static ships a wrapper called qemu-debootstrap that handles several of the above steps automagically: qemu-debootstrap --arch=armel jessie ./jessie http://ftp.de.debian.org/debian live well, vagrant
