No, it didn't. What happened in your case was that LC was enabled, but suppressed for some (maybe all) flavours due to missing fbcon support. In that situation, English is the only supported language; the same thing applies if you have an LC disk set and boot it on a machine whose hardware doesn't support framebuffer.
