I am not sure if my post belongs here.
I have a similar problem, though I am upgrading a existing installation.
After running from the console apt-update ; apt-get install
console-setup the process seems to freeze..
I tried removing console-setup (which it did, and then reinstalling)
keeping the same problem:

As I use screen during the installation I can still switch to a new
console and thus killing the process (after beïng stuck here for a few
hours)
Killing the following process gives an error, but at least I can
install/update other packages...
/usr/bin/perl -w /usr/share/debconf/frontend
/var/lib/dpkg/info/console-setup.postinst configure 1.88
Hope this helps, I more information/testing is needed just ask..
