This question is the question about lv3 (lv3 is only a technical jargon). http://en.wikipedia.org/wiki/AltGr_key The configurator of console-setup puts in /etc/default/keyboard the option lv3:ralt_alt in order to annulate the setting about AltGr in the keyboard layout. I didn't know that lv3:ralt_alt doesn't combine well options giving other meaning of the right Alt key (compose in your case) and was is the cause of the bug.
