Console-setup silently breaks console-tools. Yes, you've added a
paragraph in README.Debian, but I think that simply not enough.
Console-setup should detect that console-tools is installed and when
started should echo something like "console-tools detected, its settings
will be overridden" or similar. Also during installation you should show
this information to the user. I lost almost an hour today on this so
I'll set the severity to important.

I am sorry about this but console-setup does exactly what it is supposed 
to do.  It correctly prints messages like "Setting preliminary keymap" 
and "Setting up console font and keymap".  These messages imply that the 
current settings are being overwrited (regardless of whether they come 
from console-tools, the kernel or BIOS).

If someone wants to use console-tools to configure the console then it 
is pointless to install console-setup.
