Console-setup must support everything X supports, here we are talking only for default settings that will allow less questions to be asked with high priority. If there is xorg.conf with correct settings, they will be used - alt-intl, basic, whatever, and they will work. Otherwise (i.e. there is no xorg.conf), the settings of console-data will be used. Both your keyboard settings and those of Frans are not supported by console-data so you both will have to use dpkg-reconfigure after the install of console-setup. The bad variant is when some user (like Frans) uses the graphical environment to customize the keyboard, leaving wrong settings in xorg.conf. In this case after the install of console-setup the console will be broken because console-setup will use the settings from xorg.conf for its defaults.
