I closed prematurely your bug in version 1.23 of console-setup but I hope the bug was properly fixed in the version 1.24 I uploaded the next day. Now the settings in the config file should become automaticaly like this: XKBLAYOUT="jp" XKBVARIANT="OADG109A" Please do not hesitate to reopen the bug or to submit a new one if you still think console-setup doesn't work properly.
