That is true. In fact, I suspect that a lot of folks using the
DHCP/network install option just might be cable and DSL installers...
perhaps a note like this would be useful:

DHCP failed to get an address from the server. If you are on a cable or
DSL connection, try power-cycling the cable or DSL modem to clear out
its cache.

Obviously, we cannot prepare for every contingency. I just think this
one would be a common enough, non-obvious solution to warrant a brief
message.
