Normally, when localechooser is added, you should then get the prompt for language+country. Which is partly what Timo had, as he mentions being prompted for continent+country. (IIRC, this happens at a later step while in "normal" installs this happens at the very beginning of course) localechooser was quite deeply revamped during the etch->lenny release cycle so it could be likely that, for some reason, the language question is not asked....which is probably not really intended but just something not enough tested when localechooser was modified.
