Bug#67118: base system does not contain /var/log/btmp

There is no particular reason.  It's just that /var/log/wtmp is in
base2_2.tgz and does not belong to base-files :

$ dpkg -S /var/log/wtmp
dpkg: /var/log/wtmp not found.
