Hi Again Glen: As a shot in the dark, do a "ps -a" then run a "sudo kill -9" on 
processes related with Voxen-and-other speech related items like espeak. 
Especially after speech-dispatcher is killed, you can once again try
sudo speechd-up
I remember times I did this, but maybe others will have other guidance.
