I wonder if you are not booting to Mate.
I am currently trying to get Mate to be the default boot up option, because 
at least in Raspbian, it uses something else, maybe lightdm.
In the default desktop, Orca crashes, and before it does, I've noticed that 
the keyboard shortcuts don't work, and only the windows key will bring up a 
menu.
It seems that I can tab to some things.
But I ran
sudo update-alternatives --config x-session-manager
and select Mate by number and it accepts it, but never boots to it.
Perhaps we are seeking the same solution.

I installed Debian 12.7 with Mate desktop and tried to switch to
Compizconfig-settings-manager and got the following issues:

After clean install i install compizconfig-settings-manager

Then i ran: compiz --replace

But this might have resultat in alt + F1 not working etc.

I then digged deeper and swtiched from Marco to Compiz with mate-tweak,
but still having issues, so i found out the following was mising compiz-mate

Now alt + F1 works + alt + F2, but they keyboard shortcut for terminal
ctrl + alt + t for terminal dosent work.

When using Mate desktop, and install compizconfig-settings-manager the
compiz-mate should also be installed.

I dont know how to change from Marco to Compiz besides using tweak-mate,
is there other ways (Not compiz --replace)
