I tried the live version (debian 9.9 amd64) which includes speechd-el 2.8-2 (instead of speechd-el 2.7-1) and it works properly. Apparently the $XDG_RUNTIME_DIR (which is set both in the live i386 debian 8.5 and amd64 live 9.9) is correctly used by speechd-el 2.8-2 but not by speechd-el 2.7-2. This is only an educated guess, I haven't checked the source code. Loredana
