You submitted #597964 with severity normal. Are you seriously implying that normal bugs should warrant stable fixes? I am sorry, this is not the way it works at all. You can't expect the maintainer to do anything other then a normal upload to sid + the usual migration to testing if you claim the bug you submitted has a normal severity. Stable updates are usually security fixes only, thats just the way it works. Enabling features that were previously not enabled is usually really out of scope for stable updates. A backports upload might work, but you should really talk to the speech-dispatcher maintainer about this.
