My suggestion is: 1) If a local sponsor offers a talk in english about Debian, we talk with content team to see if is possible to schedule it on a DebConf slot (if in this ocasion there is a free slot yet). 2) If a local sponsor offers a talk (in english or portuguese) about Free Sofwtare in general, (after we agree it is good for the event) we schedule it on a Open Day slot. Just to be clear: sponsors will not impose nothing to DebConf or Open Day. As Helen said before, we have experience to deal with this.
