No, that's a demonstration of why it's *wrong*. "Boston, Massachusets, USA" is "city, state, country", going upwards in scale; "Banja Luka, Bosnia and Herzegovina, Republic of Srpska" would imply a claim that B&H is a subcomponent of RoS.
