For the non-native speakers, it's roughly equivalent to moratorium, and slightly more equivalent to a temporary and revocable veto. Over the past 24 hours I've agreed with various different positions in the substantive part of this discussion, and have been convinced one way and possibly unconvinced again after, so I'll let others worry about the optimal way to resolve this thread.
