I arrived in Busan two days ago, but nothing of what you mention I saw or heard
of.
There was rain yesterday and saw people carrying umbrellas on the streets.
Where do you have those informations from? (mostly out of curiosity)
I read and watch the news:

This is ongoing for a week now. But since I do not know Koreas
geographic names I don't know which areas are affected. I just read that
Gimhae was closed last week and railways were interrupted. Some youtube
videos look real scary.
