Hi, In past DebConfs we have encouraged people to pay waiter/waitress tips even regarding sponsored meals. So this is just a reminder :)
Local people say it's normal to pay about 10%. So, something near €0.75 should be fine, once each meal costs 7.5€ for Debconf.
