in step-12, the bilinear form is obtained by integrating by parts. Some of the terms you obtain this way correspond to boundary integrals for which you will want to substitute the boundary conditions above. This is similar to the other tutorial programs in which we use Neumann boundary conditions. There is also a substantial discussion of boundary conditions in several of the video lectures you may want to watch.
