Dbmail is working just fine :-)

To see what I am talking about try execute dbmail-adduser under command line as 
REGULAR user, not ROOT.
Web server is running as regular user , not root.

  it is telling you that DbMail is not.

  "Failed. Could not connect to database (check log)": Is the "dbmail-adduser"
  error message indicating it is unable to connect. Check your MySQL server
  and your dbmail.conf file.
