if you want this to be integrated quite fast you should file a pull request for 
that in github.
The simplest way (just GitHub website)
- create an account
- go to https://github.com/darktable-org/darktable/blob/master/po/nl.po
- switch to edit mode (the project then is forked and you can edit)
- select everything and replace it with the content of your local updated po 
file
- then comment (give a hint that it is matching dt. 3.8) and propose changes 
-this is done in your fork
- then you can create a pull request for it
If there’s a pull request it’s merged quite fast

Sending a po file and waiting for others integrating it is depending on the 
time and priorities of others. 
If you want to have this included in 3.8.1 don’t wait too long …
