Yes, some things are on a deeper level: a minimum width is set for the image (can't remember which width precisely). darktable main goal is to process image and a minimum width is necessary. It's recommanded in 2021 to have a minimum Full HD display 1920x1080 on any RAW processor software, darktable or another. Anyway, it's possible to use darktable in a lower resolution. As far as I know, something lower 1320x768 is just highly NOT recommanded and probably not possible to have a readable window AND the window displayed totally in such lower resolution.

Notice that the width of darktable window depends on the minimum width set for the image on the center, the panels width (both left and right) AND font size. Only last 2 ones could be set and especially easier and from darktable since 3.2.1. So, to avoid darktable width higher than your width resolution, removing border is a good thing but reduce too panels as far as you can to let them readable AND see whole window. You could also reduce font size in main preferences.

In a lower resolution, only the user could find the best compromise between all that.

I looked for more options and I found indeed one: Reducing the border of
the application! First this seemed to make it fit. But when I change the
width of the side panels the problem re-appears and part of the window
is again beyond the size of the screen. So, there are dependencies on a
deeper level at play.
